19th Street public dock on the Balboa peninsula doesn't have an address but it is off of Balboa Blvd 2 blocks past Newport Pier 4 blocks before Newport Elementary School and as usual beach parking is Pray or Pay LoL aka there is available metered parking on the street and nearby Newport Pier but I always find free miracle parking available all around the side streets but you may need to allow time to drive around a few times while searching
